Newport News City Manager Alan K. Archer has declared a state of emergency as the city braces for a significant snow event. As part of the preparations, all city offices will be closed on Wednesday, February 19. The city's Emergency Operations Center (EOC) is set to activate at 9 a.m. on that day to ensure coordinated efforts among various city agencies.

Preparations are in full swing with Public Works crews treating roads using salt and de-icing materials. The EOC team is closely monitoring weather conditions and will provide updates as necessary.

The Four Oaks Day Service Center will remain open daily from 5:30 a.m. to 5 p.m., offering warming shelter and support services for those experiencing homelessness. Additionally, the PORT Winter Shelter operated by LINK of Hampton Roads will be available from noon on February 19 through February 21 at Chestnut Memorial United Methodist Church.

In case of widespread power outages, shelters will be provided for residents in need. All city offices, libraries, and Parks and Recreation facilities will close on February 19, though essential employees are expected to report as scheduled.

The Peninsula Regional Animal Shelter's Adoption Center will also close on February 19, but its Reunite Lobby remains open from 10 a.m.-4 p.m. The Recovery Operations Center will be closed with collections resuming once it is safe for operations in residential areas.

Residents are advised to follow several safety precautions: stay informed through local news or social media; travel cautiously if necessary; prepare homes with emergency supplies; check on neighbors who may need assistance; and avoid downed power lines by maintaining a distance of at least 30 feet.

"City officials are urging residents to prioritize safety as unpredictable conditions persist throughout the storm," said City Manager Archer. "We encourage everyone to stay off the roads when possible and take extra precautions to ensure safety during this winter weather event."

For updates, residents can visit the city's website or contact relevant departments via provided phone numbers or social media platforms.
