Tropical Storm Ophelia caused flooding in Hampton's low-lying areas overnight, but the city did not see major damage.

The forecast for today is continued rain -- about an inch -- tapering off after 2 p.m. Winds will ramp up again from noon until 4 p.m., sustained about 20 mph with gusts of 40-45 mph possible.

High tide at 4 p.m. today is expected to bring another round of flooding, but it is not predicted to be as high as it was overnight. Still, many roads are likely to flood.

Overnight:

Flooding was reported on Pembroke near River Street, Beach Road, Eagle Point Road, Dandy Point, Gilbert Street, and Armistead Avenue. Some of those may flood again this afternoon. One car got stuck on Armistead Avenue.

The city housed eight people overnight in a shelter. That is closing this morning.

There were two reports of trees down on roads. Public Works has cleared those. Call 311 (757-727-8311 from a cell) if you see a tree on the road.

There were nearly 2,000 people without power at one point. Half of those are resolved now. Dominion Power crews are out and working on those. The largest was at Pembroke Avenue and Grimes Road.

Most city facilities will remain closed today.
