Missy Elliott Boulevard Dedication Ceremony Pep Rally/Parade

Special Guests scheduled to be in attendance include Missy Elliott, Governor Glenn Youngkin, Congressman Bobby Scott, Pusha T, Trey Songz, and Timbaland

Five-time Grammy-winning singer, rapper, songwriter, and producer Missy Elliott, is returning to her alma mater, Manor High School, for the “Missy Elliott Boulevard” Dedication Ceremony Pep Rally/Parade. This event is being held in partnership with the City of Portsmouth, Portsmouth Public Schools, Hampton Roads Urban Agriculture, and the Finney-Smith Foundation. 

All activities will take place at Manor High School, 1401 Elmhurst Lane, Portsmouth, VA 23701. Doors will open at 2:00 p.m. The parade and ceremony are free and open to the public and will begin promptly at 3:30 p.m. The parade will feature Norfolk State University Marching Band, Hampton University Marching Band, and Elizabeth City State University Marching Band. The program will also feature Churchland High School Band, Manor High School Band, and I.C. Norcom High School Band.

Governor Glenn Youngkin and Congressman Bobby Scott will both present proclamations to honor Missy Elliott and her accomplishments. Portsmouth Mayor Shannon Glover will present to her the Key to The City. Special guests confirmed to attend the ceremony include Virginia’s own Pusha T, Trey Songz, and Timbaland. 

This event is sponsored by Dominion Energy, Sentara Healthcare, Affinity Capital, Truist, Finney-Smith Foundation, and Hampton Roads Urban Agriculture.

On August 9, 2022, the Portsmouth City Council voted unanimously to rename a portion of the city’s current McLean Street to “Missy Elliott Boulevard.” The street currently serves the Victory Crossing Shopping Center and Tidewater Community College. 

Melissa Arnette Elliott, better known as five-time Grammy-winning singer, rapper, songwriter, and producer Missy Elliott, was born and raised in Portsmouth. She graduated from Manor High School in 1990. Missy Elliott is the first female rapper to be inducted in the Songwriters Hall of Fame.
