Viam Advising, a Houston-based firm, has completed a study on homelessness in the Greater Virginia Peninsula. This study was commissioned by the City of Newport News and encompasses Newport News, Hampton, Poquoson, Williamsburg, James City County, and York County.
The research aimed to answer three main questions: the current state of homelessness and services in the area; how existing resources can be optimized for efficiency; and what new resources or strategies might be necessary to meet short-term to long-term goals.
The final report from Viam Advising offers an extensive analysis of homelessness across these regions. It highlights key findings and trends that could guide policy and program focus. Public forums held in November 2024 indicated that a lack of affordable housing is the primary cause of homelessness locally, with substance abuse and unemployment also contributing.
This report provides a detailed examination of factors contributing to homelessness, identifies service gaps, and suggests potential strategies for improvement. The findings are intended to support data-driven decision-making and inform future policy discussions.
Following this study, Peninsula Chief Administrative Officers have established a regional workgroup composed of professionals focused on homelessness. This group will review the consultant’s findings to develop a coordinated response strategy aimed at removing service barriers. Their recommendations are expected within 90 days.
