Torrance J. Archie has been named the new Director of Parks and Recreation for the City of Newport News, effective September 8, 2025. Archie brings more than 25 years of experience in parks and recreation management, community engagement, and program innovation. He spent the last 18 years working with Henrico County.

In his new role, Archie will be responsible for overseeing Newport News’ network of parks, recreational facilities, athletic programs, youth and family services, and community events. The department’s focus is on creating inclusive spaces that aim to improve quality of life for residents across all age groups.

“We are thrilled to welcome Torrance to Newport News,” said City Manager Alan K. Archer. “His proven record of innovation, equity-driven programming, and operational excellence makes him an outstanding fit for our community. We are confident he will strengthen partnerships, expand opportunities, and deliver exceptional services to residents.”

Archie previously served as Assistant Director of Recreation Services at Henrico County’s Recreation and Parks Department. In that position he provided strategic oversight for 15 facilities and managed a team consisting of four full-time professionals as well as more than 160 full- and part-time staff members. His responsibilities included budget development, strategic planning initiatives, and implementing programs tailored to community needs.

During his time with Henrico County, Archie held several leadership roles such as Assistant Divisional Director (Community Operations), Recreation Manager, Recreation Coordinator II, and Senior Recreation Coordinator. These positions gave him broad experience in program development, facility operations, long-term planning strategies, and staff management.

Archie holds a Certified Park and Recreation Professional (CPRP) credential. He earned a Bachelor of Science degree in Education (Recreation, Parks, and Tourism) from Virginia Commonwealth University along with an Associate of Arts in General Studies from Daytona Beach Community College.
