All Hampton city offices will remain closed on Thursday, February 20, due to Winter Storm Kingston. This closure follows a similar shutdown on Wednesday, February 19. Deputy City Manager Brian DeProfio declared a state of emergency for the city as the storm brought snow to the region. The decision aligns with Governor Glenn Youngkin's earlier state of emergency declaration for Virginia.

Shelter operations have been adjusted in response to the storm. H.E.L.P.'s A Night’s Welcome is open at 40 Kings Way (Hampton Baptist Church) and will continue throughout the snow event.
Several city facilities and services are affected by the weather conditions:
- All city facilities, including libraries and community centers, will close on February 19 and 20.
- Hampton Roads Transit (HRT) services ceased after 4 p.m. on February 19 and will remain closed on February 20.
- All courts are closed for both days.
- Fort Monroe was shut down on February 19.
- Bethel Landfill closed early at 2 p.m. on February 19.
The storm has also led to several event cancellations and postponements:
- "Your Say with Mayor Gray" listening session scheduled for February 19 has been canceled, with a new session set for March 5 at Phoebus Community Center.
- The AARP Black History Month Tour & Workshop planned for February 20 at the Hampton History Museum is canceled.
- The HR Jazz Lecture set for February 20 is postponed; a new date will be announced later.
- The Planning Commission Meeting scheduled for February 20 is canceled.
- Unity Awards originally planned for Friday, February 21, are postponed until March 14.
The Hampton Aquaplex will delay its opening by two hours on Thursday but plans to hold its scheduled swim meet through Saturday as intended. For updates, patrons should contact the facility directly.
Hampton City Schools have shifted to virtual synchronous learning for students with staff working remotely from home. All school sports practices, games, activities, and events are canceled.
