The City of Newport News, Virginia, has announced plans to submit a request for the release of funds to the U.S. Department of Housing and Urban Development (HUD) by June 30, 2025. The funds are intended for improvements at the north end of the Seafood Industrial Park harbor, specifically involving dredging and replacing existing dock and pier structures.

The project is estimated to cost $7,033,118 and will be funded through various sources. These include a $1 million Community Project Funding grant from HUD, an $800,000 Port Host Communities Revitalization Fund grant from the Virginia Department of Housing and Community Development, a $342,353 Aid to Local Ports grant from the Virginia Port Authority, with additional support from the City of Newport News Capital Improvement Plan – Community Development Bond Authorization funds.

The proposed activities have been determined to have “no significant impact on the environment,” as published on May 23, 2024. Consequently, an environmental impact statement under NEPA is not required. The Environmental Review Record documenting these determinations is available for public examination at the City of Newport News’ Department of Development.

Public comments regarding this project can be submitted in writing to Brittany Thompson or Derek Perry at the City of Newport News’ Department of Development until June 30, 2025. Comments should specify which notice they address.

The City certifies that Alan K. Archer, as City Manager, consents to accept federal court jurisdiction if necessary concerning responsibilities related to the environmental review process. HUD’s approval will allow Newport News and its Economic Development Authority to utilize program funds once responsibilities under NEPA and related laws are satisfied.
