The City of Newport News, in collaboration with the Peninsula Airport Commission, has announced a strategic initiative to transform the Newport News-Williamsburg Airport (PHF) into an Air Commerce Park. This effort involves a $4 million investment by the Newport News City Council, aimed at establishing the airport as a center for innovation and logistics.

The transformation plan aligns with recent industry trends such as airline consolidation and technological advances, which have posed challenges to traditional commercial air services. The investment includes $3 million for operational costs and up to $1 million for capital projects that support this strategic shift.

A Hampton Roads Air Market Study suggests diversifying PHF’s focus from just commercial air service to include cargo logistics, advanced air mobility, and aircraft manufacturing. Mayor Phillip Jones stated, “This investment reflects our commitment to building a 21st-century economy…creating high-demand jobs and driving long-term regional growth.”

On June 24, 2025, the City Council amended its Fiscal Year 2025 General Fund Operating Budget to provide an additional $23 million for development projects. U.S. Senators Mark R. Warner and Tim Kaine have also supported this transformation by securing $6 million in federal funding for taxiway reconstruction at PHF.

The shift is expected not only to preserve existing jobs but also create new opportunities in sectors like air manufacturing and aerospace research and development. Lindsey Carney, Chair of the PAC said, “We appreciate the City Council’s continued support…as we work to position PHF as a catalyst for economic growth.”
