Newport News-Hampton partnership wins IEDC gold for joint economic development initiative

The Cities of Newport News and Hampton have received the Gold recognition in the 2025 Excellence in Economic Development Awards from the International Economic Development Council (IEDC). The award, presented in the “Regional or Cross-Border Partnership” category, acknowledges their joint effort on Liebherr Mining Equipment Newport News Co.’s recent expansion.

The two cities will be honored at the IEDC’s annual conference this September in Detroit, Michigan. The IEDC awards recognize organizations and projects that have significant impacts on communities and regions.

Liebherr Mining Equipment Newport News Co., which designs and manufactures mining equipment, is investing $72.3 million to expand its operations. This expansion aims to meet increasing international demand and support the company’s shift toward battery-powered mining trucks. The project required cooperation between Newport News and Hampton due to the facility’s location on the city line.

“This is an excellent example of the very hard work that goes on behind the scenes in economic development to make big things happen. Addressing interjurisdictional projects is exceptionally hard to pull off, and make it look easy for the employer and the community,” one judge noted.

“It’s been a true privilege to work alongside the Commonwealth of Virginia and the cities of Newport News and Hampton throughout our expansion,” said Cort Reiser, Managing Director of Manufacturing & Warehouse Logistics at Liebherr Mining Equipment Newport News Co. “Their insight and support were invaluable at every stage—from planning and construction to completion. But more than that, they played a key role in helping us grow our workforce and strengthen our local presence. The smooth execution of this project speaks volumes about the strength of our partnership and the dedication shown by both the Commonwealth and our city partners.”

Each year, IEDC seeks out organizations or initiatives with significant impact on revitalizing communities or shaping economic development practices.

Liebherr Mining Equipment Newport News Co., established as part of Liebherr Group since mid-1990s in Virginia, specializes in designing ultra-class haul trucks for demanding mining environments while supporting cleaner industry operations through low- or zero-emission equipment options.

The company employs skilled professionals at its Newport News facility as part of its nationwide presence serving industries such as construction, mining, maritime, and aerospace.
