James City County is seeking a new provider for curbside recycling services after the Virginia Peninsulas Public Service Authority (VPPSA) Board of Directors voted on September 23, 2025, to end its contract with TFC. The decision was made due to what the board described as “significant deficiencies” in service.
According to county officials, residents are encouraged to use the three local Convenience Centers for free recycling drop-off while a new contract is being negotiated. The county acknowledged that using the Convenience Centers may not be feasible for all residents. Officials stated, “Therefore, once a new curbside recycling provider is found, our goal is to provide catch-up service to residents who did not receive service.”
Residents are advised to keep their recycling carts until further notice. Addressing concerns about notification timing, the county explained, “Unfortunately, during VPPSA’s negotiations with TFC to resolve the deficiencies, neither VPPSA or any of the affected localities could solicit a new curbside recycling provider.” Notification was sent by VPPSA to TFC on September 24 and shared with residents that same day.
The statement also addressed why Williamsburg can continue uninterrupted service: “The City of Williamsburg has a much smaller population and physical size. The City has an existing contract with Republic that serves as the curbside garbage provider for their residents. James City County does not provide garbage collection.”
Refunds will be issued if a new provider cannot be secured for the period from October 1 through December 31, 2025.
