James City County seeks alternatives after curbside recycling contract ends

The Virginia Peninsulas Public Service Authority (VPPSA) Board of Directors has voted to end its curbside recycling contract with Tidewater Fibre Corporation (TFC), effective September 30, 2025. The decision was made during a board meeting on September 23, following what VPPSA described as “significant performance deficiencies.”

The termination affects James City County, York County, the City of Williamsburg, and the City of Poquoson. According to VPPSA, TFC failed to comply with terms of the existing agreement and did not address compliance issues after being notified.

“VPPSA sent notice of termination to TFC today, Sept. 24, citing noncompliance with the authority’s agreement with TFC and TFC’s unwillingness to remedy the compliance issues,” stated VPPSA in its release.

As a result, James City County’s curbside recycling program through TFC will end when the contract expires on September 30. The county is currently seeking alternative solutions for curbside recycling services and has asked residents to keep their recycling carts until further notice.

Residents who are scheduled for a pickup before September 30 can continue using their carts until then. However, those whose next scheduled pickup falls after that date should stop placing recyclables in their carts and instead use local Convenience Centers for drop-off recycling at no cost.

Because curbside recycling operates on a bi-weekly schedule in James City County, some customers may not have another collection before service ends. If no new provider is found by October 1, refunds will be issued for payments covering October through December.

“At this time, we have not identified another curbside recycling provider. We are working with VPPSA and other jurisdictions to find a solution as soon as possible,” said county officials.
