Starting October 8, 2025, the James City County Police Department will begin issuing citations through its automated photo speed enforcement program at seven public schools. This follows a 30-day warning period that began on September 8, 2025. Drivers who exceed the posted speed limit by at least 10 mph while school zone lights are flashing will receive civil violation notices by mail. Each citation carries a $100 fine but does not affect license points or insurance rates. According to the department, all violations are reviewed for accuracy before citations are sent.
The targeted school zones include Stonehouse Elementary, Clara Byrd Baker Elementary, Norge Elementary, D.J. Montague Elementary, James River Elementary, Toano Middle, and Lafayette High. These zones are marked with speed limit signs and flashing lights to alert drivers when enforcement is active.
A recent speed study conducted in 2024 found nearly 38,000 speeding violations in just five days across these areas. Since the start of the warning period last month, over 7,600 warnings have been issued.
The police department stated: “We continue to work with the school system to monitor and address any issues regarding light operation or obstructed signage. To report malfunctioning beacons, please contact Williamsburg-James City County Schools at 757-565-3838.”
The department also said: “We are committed to changing driver behavior, slowing speeders down, and protecting our children. Please drive safely in our school zones and throughout our community. Working together, we can achieve our goal of ZERO: ‘Zero crashes, Zero injuries, and Zero endangered lives.'”
