James City County Police Department’s first volunteer chaplain retires after 25 years

Reverend Randy Garner is retiring this month after serving as the first volunteer chaplain for the James City County Police Department. He began his involvement with the department 25 years ago, initially joining through the Citizens Police Academy.

Since starting in the spring of 2000, Chaplain Garner has served under six different police chiefs. He played a role on the early crisis negotiations team and participated in critical incident debriefings for first responders. According to the department, he was recognized as a reliable presence and trusted confidante during challenging times.

Chaplain Garner also took part in departmental activities beyond his official duties, including playing as a pitcher on the police softball team where he was known by the nickname “Chappy.” Recently, he received the James City County Police Department’s Distinguished Service Medal in recognition of his long-term commitment to supporting officers, staff, and community members emotionally and spiritually.

The department expressed their appreciation for Chaplain Garner’s service and extended well wishes to him and his wife Cindy as he enters retirement.
