Blue Line Solutions, LLC will soon begin installing automated speed enforcement cameras in school zones across James City County. The company, which serves as the county’s Automated Speed Enforcement (ASE) vendor, has finished the required permitting process and will start setting up equipment over the next several days. Installation work is scheduled to take place during daytime hours and will include signage, radar devices, and camera hardware along roads near multiple schools.
The Board of Supervisors approved the ASE program in September 2024 through an agreement with Blue Line Solutions. The initiative aims to enhance traffic safety in school zones by using cameras to detect and cite speeding violations.
Seven schools have been identified for installation: Toano Middle School, Norge Elementary School, Stonehouse Elementary School, D.J. Montague Elementary School, Clara Byrd Baker Elementary School, James River Elementary School, and Lafayette High School.
According to the police department, “The program is expected to go live with the start of the 2025–2026 Williamsburg-James City County school year, which begins on Aug. 25, 2025. A 30-day warning period will follow the activation of the program; during this period, drivers who violate speed limits in designated zones will receive warning notices by mail instead of citations.”
The system is designed to enforce posted speed limits only during official school zone hours when flashing lights are active. Citations are issued to drivers traveling at least 10 mph above the posted limit and must be reviewed by a sworn officer before being mailed out. Each citation results in a $100 civil fine but does not affect DMV points or insurance rates.
