The City of Hampton and Newport News have been awarded the Gold Excellence in Economic Development Award by the International Economic Development Council (IEDC) for their joint efforts on the expansion of Liebherr Mining Equipment. The facility, which is located on the border between Hampton and Newport News, is undergoing a $72.3 million investment to expand operations, meet international demand, and shift toward battery-powered mining trucks.

The award will be presented at the IEDC 2025 Annual Conference in Detroit, Michigan, under the category of “Regional or Cross-Border Partnership.” The recognition highlights the collaborative approach taken by both cities and their coordination with the Commonwealth of Virginia to support Liebherr’s growth.

“Hampton is incredibly honored to receive this recognition from the International Economic Development Council,” said Hampton Mayor Jimmy Gray. “The Liebherr expansion is a shining example of what can be accomplished when regional partners come together with a shared vision for growth and innovation. This award celebrates not just a project, but a partnership that is building a stronger future for our entire region.”

“This award is a testament to the collaboration, commitment, and strategic planning that went into making the Liebherr expansion a reality,” added Hampton City Manager Mary Bunting. “It reflects the strength of our cross-border partnerships and the dedication of everyone involved—from local leaders to regional stakeholders. We are proud to be part of this success story.”

The IEDC annually recognizes organizations and partnerships that have significant impacts on communities around the world. According to city officials, Hampton’s involvement in cross-city initiatives like this one helps attract global companies, create jobs, grow the workforce, and boost competitiveness throughout Hampton Roads.

Hampton’s role in economic development continues as it works across municipal boundaries to foster business retention and growth within the region.
