Notification has been issued concerning the Federal Emergency Management Agency’s (FEMA) intent to provide federal funding via the Virginia Department of Emergency Management. The funds will be directed to the City of Portsmouth under the Flood Mitigation Assistance (FMA) grant program. The project involves an amendment to an existing FEMA project, FMA-PJ-03-VA-2019-013, which received approval on September 28, 2020. The amendment includes installing a 400-kW natural gas-powered generator along with related work to support the stormwater pump station. This installation will occur at 301 Washington Street, Portsmouth, VA 23704, specifically in a Special Flood Hazard Area, Zone AE, which is prone to a 1% annual flood risk. The generator will be placed on a designated utility pad of 25 by 30 feet, featuring a top-of-wall elevation at 14 feet with entrance protections to guard against a 100-year flood.
FEMA is encouraging public feedback regarding potential alternatives to the proposed action and methods to safeguard the facility from flood damage. Comments from the public, as well as local, state, or federal agencies, are requested to assess potential impacts.
